Policy context
The October 30, 2026 Federal Register notice announces draft interim guidance for certain peptide bulk substances under section 503A. Draft guidance is nonbinding; it is not drug approval, a permanent 503A bulks-list decision or a section 503B pathway. HHS may reconsider enforcement policy as safety or quality information changes.[2][4]
Outside these specifications: ipamorelin (including acetate), copper tripeptide-1/GHK-Cu, CJC-1295, GLP-1 medicines and multi-active blends.[1]
FDA retains safety concerns in its withdrawn-nomination records for BPC-157, CJC-1295, injectable GHK-Cu, ipamorelin acetate and thymosin beta-4 fragment. Withdrawal of a nomination is not a safety clearance. Ipamorelin acetate also appears in the separate 503B category 2 record. Route-specific uncertainty and limited human data still matter.[5]
Evidence record
- Product and route
- Topical context only; not injection.
- Approval scope
- A skin-care ingredient; this entry is limited to topical cosmetics.
- Mechanism
- A complex formed by copper and a tripeptide.
- Evidence
- One post-laser study found no objective between-group skin advantage.
- Limits
- A topical study cannot establish the effects of an injection.
- Safety context
- FDA identifies limited human safety data for injectable GHK-Cu.
A reading exercise
Put the units first when comparing two statements about copper tripeptide-1. Copy each number together with its unit and the quantity it refers to before deciding whether the statements agree. In a fictional example, a share rises from twenty percent to thirty percent: that is ten percentage points, or a fifty percent increase relative to the starting share. Those descriptions use different scales for the same change. Try translating a page's comparison into both an absolute difference and a relative change when the necessary values are available. If they are missing, name the missing value instead of guessing.
Questions to take away
- What unit and reference quantity belong to each number in the two statements?
- Are the statements describing an absolute difference or a change relative to a starting value?
- Which missing value prevents you from translating one description into the other?
